City of Antioch Small Business Grant Program

A Small Business Grant Program that will provide a one-time grant of $5,000 to small businesses that have experienced adverse financial impact due to the COVID-19 pandemic.

The application period will open on Monday, September 28th at 8 a.m. and close on Friday, October 9th at 5 p.m. No applications will be accepted after the 12-day application window closes.

The City of Antioch has created a Small Business Grant Program that will provide a one-time grant of $5,000 to small businesses that have experienced adverse financial impact due to the COVID-19 pandemic. The program is funded by the CARES Act and the program will provide grants to 60 small businesses within the City of Antioch.

The selection process will consist of an initial screening of applicants based on priority criteria. If the number of applicants exceeds available funding, a lottery will be conducted.

The City of Antioch and the Antioch Chamber of Commerce are working together to administer this program. All businesses that meet the eligibility requirements below are welcome to apply. You do not have to be a Chamber Member and Chamber members will not receive priority.

Grant Award Amount

Grant recipients will receive a grant of $5,000. The grant does not have to be paid back.

Eligible Activities

Grant recipients may use funding for:

  • Safety Expenses - protective equipment for employees and customers that enhances safety and protection
  • Operational Improvement Expenses - equipment/furnishings needed to establish outdoor/indoor operations to meet industry standard COVID-19 guidelines
  • Operating Expenses - rent/mortgage payments for the business, utility bills for the business, inventory, marketing

Eligibility

To be eligible to apply for the Small Business Grant Program, a business must meet the following requirements:

  • Physical location within City of Antioch limits
  • Business is in good standing with the City of Antioch
  • Active City of Antioch business license that was originally issued no later than January 1, 2020
  • Between 1 and 25 employees as of March 1, 2020
  • Sales down more than 25% from April to June 2020 compared to previous three months or same period in 2019

The following businesses are NOT eligible to apply:

  • Businesses with over 25 employees as of March 1, 2020
  • Businesses without a physical storefront
  • Businesses operating outside Antioch city limits
  • Lending/investment institutions and insurance companies
  • Gambling facilities
  • Franchises with more than 3 locations within city limits
  • Businesses engaged in illegal activity per local, state or federal regulations
  • Subcontractors under a primary license, such as in a salon
  • Nonprofit organizations
  • Home-based businesses

Grant Criteria

Funding Priority

Priority will be given to the following business types:

  • Retail
  • Restaurants
  • Personal service establishments, specifically: hair salons and barber shops, nail salons, day spas, and fitness studios
  • Businesses that did not receive federal assistance through the Economic Injury Disaster Loan (EIDL) or Paycheck Protection Program (PPP)

The remaining grant funding will be allocated to any small business that meets the eligibility criteria.

Grant Application and Award Process

The grant application and award process will be as follows:

  1. The program will be advertised and promoted for 2 weeks from September 14 to September 27, 2020.
  2. On Monday, September 21, 2020, a tutorial video will be available to help small business owners better understand the program.
  3. The application period will be open starting Monday, September 28 at 8:00 a.m. and ending on Friday, October 9th at 5:00 p.m. Late applications will not be accepted. If you have questions about submitting the application, please email: admin@antiochbusinessgrant.com
    *Due to COVID-19, City Hall is currently closed to the public. Businesses wishing to pick up a hard copy application can do so at the breezeway area of City Hall during business hours (M-F, 8am-5pm).*
  4. Applicants must self-certify that the funds will only be used for expenses permitted under the program.
  5. The selection process will consist of an initial screening of applicants based on priority criteria, followed by a lottery should the number of qualified applicants exceed the amount of funding available.
  6. Applicants will receive a notification via mail after the selection process is complete.

Documentation Requirements

The required documentation listed below must be uploaded to the application portal to verify that the business meets the program eligibility requirements.

  • Active City of Antioch business license that was originally issued no later than January 1, 2020
  • Monthly financial records (Profit/Loss Statement) for the three months ended June 2020 (April 2020, May 2020, June 2020) AND One of the following:
    • Monthly financial records for the previous three months period ended March 2020 (January 2020, February 2020, March 2020) OR
    • Monthly financial records for the same period ended June 2019 (April 2019, May 2019, June 2019)
  • IRS Form W-9 Click for Form

The City of Antioch may request additional documents if necessary, to verify that the business meets the program eligibility requirements.

Yes. Any business that has a business license that was originally issued before January 1, 2020 are eligible.

What can I use the funds for?

The funds can be used for the following:

  • Internal Revenue Services (IRS) Form W-9 
  • Monthly financial records (Profit/Loss Statement) for the three months ended June 2020 (April 2020, May 2020, June 2020) and one of the Following:
    • Monthly financial records for the previous three months period ended March 2020 (January 2020, February 2020, March 2020) OR
    • Monthly financial records for the same period ended June 2019 (April 2019, May 2019, June 2019)

Are non-profits eligible to receive a grant?

No, non-profits are NOT eligible for a grant. At this time, the focus of this effort is on supporting small businesses that are more retail and service-based. If additional funding opportunities present themselves for non-profits, we will share that information with you.

Are home-based businesses eligible to receive a grant?

No, home-based businesses are NOT eligible to receive a grant.

How do I apply?

Submit the Small Business Grant Program application with the required documentation. The grant application period will open on Monday, September 28, 2020 at 8:00 a.m. and close Friday, October 2, 2020 at 5:00 p.m. The application link will become available on the Small Business Grant Program Application page on Monday, September 28 at 8:00 a.m.

Can I mail my application?

Not mailed, applications will be accepted, processed, and reviewed via the online grant application webpage. Paper copies of the application will be made available during business hours (8 am-5 pm) at the Chamber of Commerce office located at 101 H Street and at City Hall located at 200 H Street. Physical applications will be turned in on Friday, October 9th, 2020 at 5:00 p.m. at the Chamber of Commerce office located at 101 H Street.

Can I submit my application before September 28th, 2020?

No, applications will only be accepted from Monday, September 28th, 2020 at 8:00 a.m. to Friday, October 9th, 2020 at 5:00 p.m.

How many applications do you estimate you will receive?

We estimate that we will receive 500-1,000 applications.

I have received outside financial assistance. Am I still eligible?

Yes, but businesses that have NOT received the Economic Injury Disaster Loan (EIDL) or Paycheck Protection Program (PPP) will receive priority.

Does the business owner count as an employee?

Yes, the business owner counts as an employee.

I had 30 employees prior to COVID-19. I laid off 10 employees and now I have 20. Do I qualify for the grant?

No, the employee count is based on the number of employees you had as of March 1, 2020.

Are building owners eligible for this program?

Yes, if the building owner operates out of a physical, commercial location (not a residence), has no more than 25 employees and meets other eligibility requirements. Click here for a complete list.

I own my building. Can I use the grant to pay my mortgage?

Yes, but you must be a building owner operating out of a physical, commercial location (not a residence), and you must meet the other eligibility requirements. Click here for a complete list.

Will my information be shared or sold to anyone?

No, your information will not be shared or sold to anyone.

I own businesses inside and outside of Antioch city limits. Can I still apply?

Yes, but only the business within Antioch city limits is eligible. Please also confirm that the business meets the remaining eligibility requirements for application.

Do you need to be a member of the Antioch Chamber of Commerce to receive a grant?

No, the City of Antioch and the Antioch Chamber of Commerce are working together to administer this program. All businesses that meet the eligibility requirements are welcome to apply. Chamber members will not receive priority.

What if I don't have an IRS Form W-9?

Any business with a Taxpayer Identification Number (TIN) can fill out an IRS Form W-9.
